TQI Solutions is seeking a Program Analyst to support the Navy’s Office of Warfighting Advantage (OWA). This highly visible role contributes to the Navy's mission of securing enduring warfighting advantage by fostering a culture of learning, adaptability, and innovation. You will provide support to the Learning to Action Drive Team within OWA, focusing on policy analysis, briefing development, process improvement, organizational change management, lessons learned implementation, culture change, and program management.
Requirements:
• Clearance: Must possess a DoD Secret clearance or higher.
• Location: Local to Washington, DC, with the ability to work onsite at the Pentagon at least three days per week.
Key Responsibilities:
• Develop briefings and readouts for working groups and senior Navy leadership meetings.
• Analyze, implement, and assess Navy-wide lessons learned from pinnacle events.
• Design and implement process improvement initiatives.
• Collaborate with technical subject matter experts to implement and advance technical solutions and data visualizations.
• Create, review, track, and close government taskers using task management systems (e.g., ETMS2).
• Provide program management support and handle ad hoc administrative tasks as needed.
Skills and Experience:
• Prior military or Navy project experience strongly preferred.
• Proven ability to operate effectively in ambiguous or fast-paced environments.
• Self-starter with minimal supervision required; able to complete tasks promptly.
• Exceptional workload prioritization and multitasking abilities to meet deadlines with high-quality results.
• Strong teamwork, interpersonal, and communication skills (written and verbal).
• Skilled in designing and developing professional presentation slides and executive briefings.
• Research and analytical thinking experience with strategic report development.
• Attention to detail and organizational acumen.
• Stakeholder management experience, especially with Navy government staff.
• Ability to identify and execute process improvement opportunities.
• Knowledge documentation and SOP development for diverse audiences.
• Proficiency in data science, data visualization tools (e.g., Qlik, Tableau), and user experience/interface design is a plus.
• Familiarity with data & systems engineering tools (e.g., Databricks, Trifacta) is highly desirable.
• Proficient with Microsoft Office tools, including Outlook, PowerPoint, Word, Excel, Teams, and SharePoint.!
This position is full time, salaried, exempt.
