Join our dynamic Fleet Forces team in Norfolk, VA, as a Financial Analyst. This pivotal role offers the opportunity to lead and provide crucial financial management support services for our esteemed government contracts.

Responsibilities:

  • Deliver comprehensive engineering-related cost analysis reports with detailed insights for Senior Leadership.
  • Actively participate in programmatic meetings such as LCMG, Carrier Team One, CRT, Carrier Program Managers Group, PRE/PRL, NARG, and FMBOD.
  • Develop annual Execution Year Guidance and control allocation plans, focusing on mitigating requirement shortfalls and incorporating surplus or augments into the initial annual control.
  • Formulate programming and budget calls for CNAL ship maintenance funding, ensuring clear communication of policy guidance and desired input formats to CNAL N43 Staff.
  • Draft justifications to advocate for ship maintenance programs to key stakeholders, including CNO, Office of Navy Budget, Office of the Secretary of Defense, Fleet Maintenance Board, OPNAV, and CFFC.
  • Support N43B and the Force Maintenance Officer in negotiating the number of person-days to be inducted into each yard during each fiscal year, collaborating with relevant entities to accommodate necessary changes.

This is a full time, salaried, exempt position.

Requirements

  • Bachelor’s degree in a finance-related major required; Master’s degree preferred.
  • Seven years of specialized experience overseeing financial operations and supporting programmatic efforts for large USN entities.
  • Experience engaging with and briefing senior government officials.
  • Fluency in the use of the U.S. Fleet Forces Command Financial Management System (CFMS) and knowledge of Ship Maintenance Financial Management and Reporting.
  • Familiarity with PPBE/POM processes.
  • Expertise in financial management and financial accounting.
  • Strong skills in program management and analysis.
  • Proficiency in Microsoft Outlook, Word, Excel, PowerPoint, and Adobe.
  • Excellent communication and customer service skills.

The incumbent of this position will be subject to a background investigation and will be required to maintain a Government granted security clearance.
